Biography

Arturo C. Guerrero III is a distinguished Filipino business leader and labor advocate with more than three decades of experience in labor and employment policy, workforce solutions, and employer representation. Throughout his career, he has been recognized for his strategic leadership, diplomacy, and commitment to fostering collaboration among government, employers, and workers. His expertise spans labor policy, corporate governance, digital transformation, workforce analytics, and social security systems, enabling him to champion reforms that strengthen worker protection, industrial peace, and sustainable economic development in the Philippines. Guerrero earned a Bachelor of Science in Public Health, majoring in Microbiology with a minor in Chemistry, from the University of the Philippines Manila in 1988. He further enhanced his leadership and business expertise by completing the Business Units Executive Program at the Asian Institute of Management in 1992 and later pursued a Master in Business Management at Ateneo de Manila University in 1996. His educational background has provided him with a strong foundation in both scientific and business disciplines, shaping his multidisciplinary approach to leadership. As Chairman of Temps and Staffers, Inc. since 2003, Guerrero has led one of the Philippines' premier staffing companies for over two decades. Under his leadership, the company has embraced digital transformation through the integration of Human Resource Information Systems (HRIS) and data-driven workforce deployment, allowing it to expand nationwide manpower solutions across various industries. His efforts have positioned the company as a significant contributor to the country's workforce development. Beyond the private sector, Guerrero has played an influential role in shaping labor and employment policies. Since 2020, he has served as Governor of the Employers Confederation of the Philippines (ECOP), representing employers in tripartite labor and social protection policymaking while working closely with government agencies such as the Department of Labor and Employment (DOLE), the Social Security System (SSS), and PhilHealth. In 2023, he chaired the 44th National Conference of Employers, further demonstrating his leadership within the employer community. In 2024, Guerrero became Director for Labor and Employment and a Board Member of the Philippine Chamber of Commerce and Industry (PCCI), where he leads employer advocacy on labor policy and regulatory reforms. He also serves as Co-Chairman of the 50th and 51st Philippine Business Conference and Expo. Previously, he served as President and later Senior Adviser to the Board of the Philippine Association of Legitimate Service Contractors (PALSCON) from 2011 to 2023, where he led the country's largest organization of service contractors representing over one million workers. During his tenure, he promoted digital reforms, nationwide compliance education, and chaired the 6th National Forum on Service Contracting in 2016. Guerrero also serves as a member of the Tripartite Executive Committee of the National Tripartite Industrial Peace Council (NTIPC-DOLE), where he contributes employer perspectives on national consultations involving wages, labor standards, and industrial peace. His commitment to labor policy has extended to the international stage, representing Philippine employers at the International Labour Organization (ILO) International Labour Conference in Geneva, the IOE Asia Employers' Summit in Tokyo, and the ASEAN/ILO Future of Social Protection Forum in Bangkok. He has also spoken at global conferences on workforce mobility, staffing, and the gig economy. Throughout his career, Guerrero has actively contributed to legislative and policy development as an expert witness before Senate and House committees from the 15th to the 19th Congress. He has advocated for equitable reforms in the Social Security System, PhilHealth, and Pag-IBIG contribution systems while helping shape employer positions on wage policies, labor flexibility, and industrial peace. His work has significantly contributed to the modernization of the Philippines' labor laws and social protection framework. Before becoming a leader in workforce solutions and employer advocacy, Guerrero built his professional foundation as a Sales and Marketing Executive at Pfizer and Johnson & Johnson. These early experiences strengthened his expertise in market strategy, regulatory compliance, and customer engagement, laying the groundwork for his future leadership roles. Driven by a vision of a modern, inclusive, and sustainable Philippine social security system, Arturo C. Guerrero III continues to advocate for policies that balance the interests of employers and workers while promoting long-term trust, compliance, and national economic progress.
