Mr. Arturo “Butch” Guerrero III leads Temps & Staffers, Inc., a service contracting firm that has been helping create jobs for Filipinos for the past 36 years, together with its 65-year-old mother company, Servicio Filipino, Inc., which has been serving the Filipino workforce for 65 years.
Together, they have built a legacy of connecting Filipinos with meaningful employment and helping businesses access the workforce they need to grow.
For over three decades, Temps & Staffers has contributed to the Philippine employment landscape through HR hybrid solutions serving both private and government clients. Its commitment to digital transformation, HRIS integration, and data-driven workforce deployment has enabled the company to deliver nationwide manpower solutions across diverse industries.
As a senior national employer representative, Mr. Guerrero has championed progressive labor strategies, advancing reforms that strengthen social protection, promote decent employment, and foster industrial peace in the Philippines. He also serves as an employer representative through the National Tripartite Industrial Peace Council, contributing to national dialogue and efforts to promote harmonious labor-management relations.
He has also represented business groups in the halls of Congress and the Senate, participating in discussions on labor policy and wages and helping bring the perspectives of employers into national policy deliberations.
His expertise spans national policy, corporate governance, digital innovation, and social security systems—bridging the priorities of workers, employers, and government institutions.
Mr. Guerrero presently serves as Governor of the Employers Confederation of the Philippines. He previously held the Presidency of the Philippine Association of Legitimate Service Contractors (PALSCON), the largest group of manpower agencies, and served as Chairman of its National Conference.
He has also represented the Philippine employer group at the International Labour Conference in Geneva, Switzerland, serving through the Committee on the Application of Standards, the Forced Labour Committee, and the Biological Hazards Committees for the Protection of Workers.
He is also a member of the Leaders’ Forum, a bilateral forum that brings together employers and trade unions to promote dialogue, cooperation, and industrial peace.
He has successfully steered major conferences, including the National Conference of Employers in 2023, and served as Vice Chair of the 51st PBC&E. Now, he takes the helm as Chairman of the 52nd PBC&E, continuing his mission to empower enterprises, create opportunities for Filipino workers, promote decent employment, and shape resilient futures.
