PCCI lauds BIR Commissioner Charlito Mendoza for transformative reforms in tax administration
Cites abolition of VAT audit units, HR reorganization, and renewed private sector partnership as milestones in building a fairer, more efficient tax system
The Philippine Chamber of Commerce and Industry (PCCI), the country’s largest business organization, commended Bureau of Internal Revenue (BIR) Commissioner Charlito Mendoza for his decisive leadership in reshaping tax administration.
PCCI highlighted four landmark initiatives: the abolition of redundant VAT audit units under Revenue Administrative Order No. 004-2026, the reorganization of human resource functions under RAO No. 003-2026, the opening of a one-time tax abatement program for micro taxpayers under Revenue Regulations No. 4-2026, and the renewal of the BIR-Private Multi-Sectoral Group (PMSG) partnership.
“These reforms directly respond to the business community’s call for a simpler, fairer, and more predictable tax system,” said PCCI President Perry Ferrer. “The single-instance audit framework reduces taxpayer burden and curbs opportunities for abuse, exactly the kind of leadership that strengthens competitiveness and investor confidence.”
Atty. Benedicta Du-Baladad, Chair of the PCCI Taxation Committee, added: “The abolition of redundant VAT audit units and the adoption of a single-instance audit framework are landmark achievements that ease compliance costs and foster voluntary compliance. The renewal of the BIR-PMSG partnership ensures continued dialogue and collaboration in shaping future reforms.”
PCCI also welcomed the BIR’s focus on employee development and welfare, noting that a motivated workforce is essential to delivering quality taxpayer service.
“These initiatives, together with Commissioner Mendoza’s broader DARES or Digital and Data Transformation, Audit Reform, Revenue Protection, Employee Empowerment, and Service Excellence Program represents a comprehensive roadmap for a modern and trusted BIR,” the PCCI statement read.
PCCI reaffirmed its commitment to work closely with the Department of Finance and the BIR in advancing reforms that foster competitiveness, attract investments, and drive inclusive economic growth.

PCCI Commends Customs Commissioner Nepomuceno as Asia's Most Outstanding Leader for Custons Modernization and Public Service Recognition underscores transformative reforms benefiting business and consumers
The Philippine Chamber of Commerce and Industry (PCCI), the country’s largest business organization, congratulates Customs Commissioner Ariel Nepomuceno on being named Asia’s Most Outstanding Leader for Customs Modernization and Public Service.
This award affirms Nepomuceno’s leadership in driving reforms that have modernized the Bureau of Customs (BOC), strengthened enforcement against smuggling, and advanced policies that lower logistics costs and improve trade competitiveness.
PCCI noted that since taking office, Nepomuceno has advanced reforms anchored on integrity, accountability, and digital transformation. Under his watch, the BOC has consistently strengthened enforcement against smuggling, and introduced governance measures that restored public trust.
Under Commissioner Nepomuceno’s stewardship, the BOC has consistently exceeded revenue targets while aggressively curbing illicit trade. In 2025 alone, the Bureau seized nearly ?61.7 billion worth of smuggled goods, reflecting its enhanced enforcement capabilities and commitment to integrity.
“Commissioner Nepomuceno’s recognition is a win not only for the BOC but for the entire business community,” said PCCI President Perry Ferrer. “His reforms have created a more transparent, predictable, and fair trade environment—one that strengthens investor confidence and supports inclusive economic growth.”
PCCI further commended Commissioner Nepomuceno for strongly supporting the revival of a proposed Joint Administrative Order (JAO) regulating shipping charges. The PCCI has been strongly pushing for this policy to address excessive logistics fees, strengthen the competitiveness of Philippine enterprises, and ease consumer prices, directly benefitting both industry and consumers.
PCCI Vice President for Industry Bryan Ang added, "By tackling excessive logistics costs and championing accountability, Commissioner Nepomuceno has addressed long-standing concerns of industry. His leadership ensures that businesses can operate more competitively while consumers benefit from lower costs.”
PCCI emphasized that this recognition reflects the broader impact of reforms that align with the private sector’s call for integrity, efficiency, and fairness in trade facilitation. Barcelon recently participated in the World Economic Forum in Dalian, China to represent the Philippine Chamber of Commerce and Industry and the ASEAN Business Advisory Council Philippines along with DTI Undersecretary Ceferino Rodolfo and Commercial Counsellor Glenn Penaranda. At said event, Chairman Barcelon took the opportunity to share ongoing preparations for the Philippine hosting of the ASEAN Business and Investment Summit as well as the upcoming ASEAN Economic Ministers Meeting where the ASEAN Digital Economy Framework Agreement will be signed. The DEFA is expected to accelerate regional growth by removing trade barriers and improving transaction flows among markets, thus, making cross-border trade simpler and easier for SMEs.
