The Philippine Chamber of Commerce and Industry (PCCI), the country’s largest business group, is backing the Department of Energy’s (DOE) proposal to lift the moratorium on new coal-fired power plants, describing the move as a pragmatic necessity to safeguard energy security and industrial competitiveness.
In a statement on Wednesday, April 22, the PCCI said the group supports Energy Secretary Sharon Garin’s recent announcement that the agency is reviewing the 2020 ban on greenfield coal projects. The shift in policy comes as the Philippines grapples with a widening supply gap and the volatility of global fuel prices, which have been further strained by persistent geopolitical tensions in the Middle East.
Ferdinand Ferrer, PCCI president, said that while the long-term objective remains a transition to renewable energy, the immediate economic reality dictates a more flexible approach.
He noted that the country’s economy cannot function under a cloud of uncertainty regarding power availability and that the immediate priority must remain the stability and affordability of the national grid.
“Our economy cannot run on uncertainty. While the transition to renewable energy remains our long-term goal, our immediate priority must be the stability and affordability of our power grid,” Ferrer said.
Ferrer, however, clarified that the chamber’s support is contingent on the use of modern, high-efficiency technologies that can reconcile power requirements with the government's environmental commitments.
The PCCI's stance highlights the growing concern among local industries regarding baseload reliability. As the manufacturing sector seeks to expand, a steady, 24/7 power supply is seen as essential to avoiding the grid alerts and rolling outages that have historically hindered production.
Furthermore, the chamber argued that high electricity rates continue to serve as a significant barrier to attracting foreign direct investment.
By integrating strategic, efficient coal projects into the mix, the PCCI believes the country can lower generation costs for both micro-businesses and large-scale industrial players.
David Chua, PCCI energy director, said that the debate should not be framed as a binary choice between fossil fuels and green energy.
Instead, he framed the lifting of the moratorium as a way to ensure businesses remain competitive and households are shielded from the escalating costs of power.
The group also underscored the role of transition fuels, including natural gas and liquefied natural gas, in providing the flexibility needed to manage emissions while maintaining a robust energy infrastructure.
The chamber is calling on the Marcos administration to pursue a data-driven roadmap that maintains adequate baseload capacity while simultaneously accelerating the rollout of renewable energy, storage solutions, and grid modernization.
Ferrer concluded that energy security is synonymous with national security and that the policy shift serves as a vital bridge to maintain economic momentum as the country builds out its sustainable energy capacity.
With power costs in the Philippines remaining among the highest in Southeast Asia, the business community views the reintroduction of coal investments as a safeguard against the unpredictable price swings of the international oil and gas markets.

PCCI urges balanced energy policy as DOE moves to lift coal moratorium
The Philippine Chamber of Commerce and Industry (PCCI), the country’s largest business organization, today expressed strong support for the Department of Energy (DOE)’s plan to lift the moratorium on new coal-fired power plants as a temporary and pragmatic measure. The Chamber emphasized that this step is necessary as the country rationalizes its approach to energy security and sustainability, while scaling up renewable energy capacity to enable a greater share in the power mix.
The statement follows recent remarks by Energy Secretary Sharon Garin, who confirmed the agency is reviewing the 2020 ban to address the energy supply gap exacerbated by ongoing conflicts in the Middle East and surging global fuel prices.
“Our economy cannot run on uncertainty. While the transition to renewable energy remains our long-term goal, our immediate priority must be the stability and affordability of our power grid,” said Ferdinand “Perry” Ferrer, President of PCCI.
“We support Secretary Garin’s openness to new coal projects, provided they utilize modern, high-efficiency technologies that balance our power needs with our environmental commitments,” Ferrer added
PCCI highlighted three critical factors necessitating the policy shift:
• Baseload Reliability - As the manufacturing sector expands, the need for a steady, 24/7 "baseload" of power is critical to prevent the grid alerts that disrupt production.
• Cost Competitiveness - High electricity rates remain a primary hurdle for foreign investment. Strategic coal projects offer a path to lowering generation costs for MSMEs and large industries alike.
• Geopolitical Resilience - Diversifying the energy mix with efficient coal reduces the Philippines' vulnerability to the wild price swings of the global oil and gas markets.
PCCI also underscored the importance of transition fuels such as natural gas and LNG, which provide flexibility and lower emissions.
“This is not about choosing between coal and renewables, it is about ensuring the lights stay on, businesses remain competitive, and households are protected from rising costs,” PCCI Energy Director David Chua explained.
The Chamber called on policymakers to pursue a realistic and data-driven energy roadmap that:
• Maintains adequate baseload capacity;
• Encourages investments in clean coal technologies;
• Expands natural gas and LNG infrastructure; and
• Accelerates renewable energy alongside storage and grid modernization.
“Energy security is national security,” Ferrer added. “We must be flexible enough to adapt our policies to the realities of 2026. Lifting this moratorium provides the essential bridge we need to keep the lights on and the factories running while we continue to build our renewable capacity.”

The 9th Government-Private Forum on the Cleaner Energy Future Initiative for ASEAN (CEFIA)

LOOK: On April 16, the PCCI officially signed a Memorandum of Understanding with the Small Business Corporation (SBCorp) at the PCCI BA Securities Hall in Taguig. This partnership is designed to promote and market SBCorp's loan facilities directly to PCCI accredited micro, small, and medium enterprise (MSME) members.
?With this collaboration, the PCCI will be co-organizing online orientations and bringing onsite consultations and loan application fairs to the five Area Business Conferences (ABCs). To make the process even smoother, the PCCI and local chamber members will benefit from a dedicated loan application system.
?The signing was led by PCCI President Ferdinand A. Ferrer and SBCorp President &amp; CEO Robert C. Bastillo. In attendance were PCCI Chairman Raymund Jude Aguilar, PCCI Vice President for MSMEs Melanie C. Ng, and SBCorp Senior Vice President for the Financing Sector Lourdes Rosario M. Baula.

PCCI Chairman Emeritus George T. Barcelon recently attended a meeting with U.S. Department of Agriculture (USDA) Deputy Undersecretary for Trade and Foreign Agricultural Affairs Michelle Bekkering and Chargé d’Affaires a.i. Robert Ewing together with Philippine food sector stakeholders to discuss opportunities of reducing trade deficit with the United States. At said meeting, Chairman Emeritus Barcelon underscored the need to import more dairy and meat products as a way to address the deficit and to consider the inclusion of US exports of IT products through companies such as Dell, Hewlett Packard, Cisco, Apple and Microsoft to balance trade statistics.
Deficit currently stands at $8.6 billion in favor of the Philippines.

PCCI pricks Guerrero as chair of 52nd PBC&amp;E
The Philippine Chamber of Commerce and Industry (PCCI) today announced the appointment of Arturo “Butch” Guerrero as the Chair of the 52nd Philippine Business Conference and Expo, the country’s premier gathering of business leaders, policymakers, international partners, and MSMEs, happening on 13-14 October at the historic The Manila Hotel.
The PCCI leadership unanimously appointed Guerrero as Chair. Guerrero led major conferences in the past, including the National Conference of Employers in 2023. Last year, Guerrero served as Vice Chair in the 51st PBC&amp;E.
