30 October 2025 The Philippine Chamber of Commerce and Industry (PCCI), the country’s largest business organization, has joined the mounting call from business and industry associations and other development stakeholders for Congress to expedite the passage of the National Quality Infrastructure (NQI) Act, which seeks to establish a unified and modern framework for quality standards and competitiveness across Philippine industries. Speaking at the 1st National Quality Infrastructure (NQI) Conference, jointly organized by the Department of Trade and Industry (DTI) and the United Nations Industrial Development Organization (UNIDO), PCCI Executive Vice President Perry Ferrer emphasized the crucial role of a strong NQI system in improving productivity, ensuring product quality, and expanding market access for local industries.
Why an NQI Matters 
A well-designed NQI is much more than a technical or regulatory fix - it underpins economic competitiveness in several key ways:&nbsp;
• Market access and export competitiveness. Without common standards, calibration, testing and conformity assessment systems functioning reliably, exporters face technical barriers. As Ferrer said, “In today’s global economy, quality infrastructure is no longer a luxury—it is a necessity, a prerequisite to market access. Technical barriers remain one of the biggest challenges Filipino exporters face. When our products cannot demonstrate compliance with international standards, they cannot enter foreign markets.”&nbsp;
• Productivity and cost-efficiency. When instruments of measurement (metrology), testing, certification and standardization are fragmented or weak, firms face duplication of tests, slower time-to-market, and higher costs—undermining productivity.&nbsp;
• Value-chain integration and investment attraction. International investors and global valuechains expect the host country to have functioning quality infrastructure. A strong NQI signals to investors that goods/services from the Philippines meet global norms.&nbsp;
• Consumer protection and trust. Domestically, consumers and businesses benefit when products and services consistently meet standards of safety and reliability - reducing defects, returns and loss of reputation.&nbsp;
• Sectoral coherence. Agriculture, manufacturing, construction, services each depend on reliable measurement, testing, certification and regulatory coherence. As Ferrer highlighted, “The absence of a unified policy across sectors limits growth.”&nbsp;
• Foundation for digital and advanced industries. Quality infrastructure supports innovation (e.g., IoT, digital manufacturing, export of sophisticated services) require traceable measurements, global standard-alignment, and certification. UNIDO has emphasised that strengthening quality infrastructure is a key enabler of industrialisation and trade.&nbsp;
• Global reputation and “brand Philippines”. A national system that ensures consistent quality builds confidence in Philippine-made products and services. This contributes to a “quality-first” brand positioning globally. In short, the NQI is a strategic enabler of competitiveness, export growth, MSME scaling, investment and trust in Philippine industry.

Call to Senate and the House of Representatives 
The “National Quality Infrastructure Development Act” bills remain pending at the Senate and House of Representative. The PCCI and other stakeholders are urging expedited action emphasizing that delays constrain Philippine industries from fully leveraging quality infrastructure to compete globally. PCCI therefore calls on lawmakers and agencies to treat the bill as a priority, so the Philippines can move from fragmented quality systems to a cohesive, internationally-recognised infrastructure for standards, testing, metrology, accreditation and conformity assessment. The conference also featured the signing and presentation of the Manifesto of Support urging the immediate passage of the National Quality Infrastructure Development Act, co-signed by representatives from a wide range of industry sectors in a unified push for quality-driven national competitiveness.

With this year’s theme, "Bridging Eras: Innovating the Past, Transforming the Future," BIDA 2025 celebrated the ingenuity and resilience of young Filipinos whose business ideas blend tradition with technology, and purpose with progress.

October 20, 2025, marked a significant day for environmental champions as the Philippine Chamber of Commerce and Industry (PCCI) recognized outstanding contributions to sustainability. Honorable Sara Z. Duterte, Vice President, Republic of the Philippines, PCCI President Consul Enunina Mangio, PCCI Chairman George T. Barcelon, 51st PBC&amp;E Chairman Dennis Anthony H. Uy, and E3 Awards Chairman &amp; Director for Environment and Climate Change Edgardo G. Lacson presented the Excellence in Ecology and Economy Awards at the SMX Convention Center in Pasay City.
The prestigious Environmental Stewardship Award (Large Enterprise) was proudly presented to Mitsubishi Motor Philippines Corporation for its ambitious "Driving Towards Carbon Neutrality" program. This initiative sets a clear path to net-zero emissions by 2040, with a significant 50% CO2 reduction target by FY2030, achieved through clean energy adoption, energy-efficiency measures, and strategic tree-planting for carbon sequestration.
Monde Nissin Corporation was honored with the Excellence in Ecology and Economy Award (Large Enterprise). Their comprehensive sustainability efforts, including a shift to geothermal and solar power, energy optimization, the use of coconut shell biomass, electric vehicle logistics, eggshell waste repurposing, full plastic footprint recovery, reduced water consumption, and an impressive 99% landfill waste diversion, truly embody their mission to promote well-being and advance sustainable food security.
In the small enterprise category, Perr-res Fruit Food Proudcts Processing received the Environmental Innovation Award. They were recognized for their exemplary sustainable farming and processing practices, which transform surplus citrus into valuable products, promote packaging reuse, support reforestation and zero-waste operations, and empower farmers through community partnerships, earning national acclaim for their innovative waste-to-nutrition solutions.
Two Special Citation Awards were also given. Mariwasa Siam Ceramics, Inc. received a Special Citation in the Excellence in Ecology and Economy Award - Large Enterprise Category for its innovative Biomass Utilization Program. This program effectively replaced fossil fuels with rice husk and sawdust, leading to significant reductions in greenhouse gas emissions, advancing carbon-neutral operations, and achieving substantial fuel cost savings.
Finally, LITHOS Manufacturing, OPC was awarded a Special Citation in the Environmental Innovation Award - Small Enterprise Category for their groundbreaking RAINFOLD – Foldable Tank with Zeramic Filter. This innovation provides a transformative rainwater harvesting solution to remote, water-stressed communities, effectively addressing water scarcity and supply disruptions caused by natural disasters and prolonged dry seasons.
PCCI extends its heartfelt congratulations to all the awardess for their unwavering commitment to environmental responsibility and innovation, setting a benchmark for sustainable practices across the nation.

Celebrating Excellence: A Tribute to Environmental Stewardship and Innovation

The Philippine Chamber of Commerce and Industry (PCCI) successfully convened 300 chamber leaders and representatives from across the country for the National Chamber Development Workshop, one of the organization’s major preparatory events leading up to the 51st Philippine Business Conference &amp; Expo.
In her Opening Message, PCCI Pres. Consul Enunina V. Mangio emphasized that “the success of PCCI rests upon the vibrancy, commitment, and influence of our Local Chambers of Commerce and Industry.” She further underscored that “chamber development is national development,” calling for strengthened collaboration, innovation, and leadership to ensure that chambers remain dynamic and relevant in today’s rapidly changing business environment.
PCCI Chairman George T. Barcelon also delivered a message during the Opening Ceremonies, affirming the vital role of chambers as catalysts for inclusive and sustainable economic growth. The event was also graced by Chairman Emeritus Sergio R. Ortiz-Luis, Jr. and Philippine Chamber Development Institute (PhilCDI) Chairman Dr. Alberto P. Fenix, Jr., who shared valuable insights on institutional strengthening and local chamber organization.
The workshop featured notable resource speakers, including PCCI Secretary General Ruben J. Pascual, who discussed Advocacy and Influence in the Community; PCCI Regional Governor for Region V Hoover S. Picar who presented LCCI Events, Programs, and Services; and PCCI Iloilo Executives Coach Gleendo Dasmarinas, Vice President Jurduen “Noi” Dongor and Director for Marketing Prince Celo.&nbsp;
Area Vice Presidents Dr. Hernando B. Delizo (NCR), Sallie C. Lacson (South Luzon), Melanie C. Ng (Visayas) and Elena Haw (Mindanao) shared their insights on organizing new local chambers in underserved areas and implementing programs aimed at increasing LCCIs engagement.
The program concluded with a Networking and Business-to-Business (B2B) Session, where representatives from each area presented innovative business project proposals—from agriculture and aquaculture to halal, health, wellness, and creative industries—highlighting local initiatives that contribute to national competitiveness and inclusive growth.
Through this workshop, the PCCI continues to strengthen its network of chambers, empowering them to become more dynamic, responsive, and future-ready in advancing sustainable business development across the Philippines.

In a pivotal move to accelerate the nation's digital future, the Philippine Chamber of Commerce and Industry (PCCI) will host the 51st Philippine Business Conference and Expo (PBC&amp;E) on October 20-21 at the SMX Convention Center Manila.
The conference, themed “The Future is Now: Unleash the Power of Digital Transformation,” will convene top government officials and global industry leaders to address critical challenges and forge actionable strategies for nationwide digital adoption.
The event transitions from a traditional summit to a dynamic, immersive experience, combining high-level policy discussions with a hands-on showcase of cutting-edge technologies. The goal is to provide Filipino businesses—from MSMEs to large enterprises—with the practical tools and partnerships needed to thrive in a digital economy.
“We are transforming this year’s conference into a strategic launchpad,” said PCCI President Consul Enunina V. Mangio. “It’s more than discussion; it’s an immersive, hands-on technology showcase designed to equip every Filipino business with the insights and connections necessary to future-proof their operations and ensure no one is left behind.”
The urgent need for this transformation is underscored by the Philippines' current standing in global competitiveness. While the country has shown progress in areas like e-commerce legislation and AI adoption, it still ranks 61st out of 67 economies in the 2024 IMD World Digital Competitiveness Ranking.
“Ready or not, we must move decisively toward digital transformation to keep pace with the world,” declared Dennis Anthony Uy, 51st PBC&amp;E Chairman. “At this conference, we will demystify technology. We will showcase real-world solutions for real-world business problems and bring together voices from every sector—public, private, startups, and the next generation.”

Vice President Sara Duterte will deliver the keynote address on the opening day, setting the tone for the country’s unified push toward digital transformation.
Other confirmed government leaders include Information and Communications Technology Secretary Rhoel Aguda, Science and Technology Secretary Renato Solidum, Jr., Public Works Secretary Vince Dizon, Education Secretary Sonny Angara and Supreme Court Associate Justice Jose Midas P. Marquez.

A 32-strong business delegation from the Philippine Chamber of Commerce and Industry (PCCI) and the Philippines-Malaysia Business Council (PMBC), led by PCCI Pres. Consul Enunina Mangio and PMBC Co-Chair Ms. Rhoda Castro-Caliwara, is currently in Kuala Lumpur, Malaysia for a multi-day mission aimed at deepening economic cooperation between the Philippines and Malaysia.
On October 8, 2025, the PCCI-PMBC delegates attended the opening of the 9th Selangor ASEAN Business Conference at the Kuala Lumpur Convention Centre — a premier regional platform for dialogue on trade, innovation, and sustainable economic growth across Southeast Asia.
The mission underscores the shared commitment of both nations to strengthen business-to-business linkages, explore strategic partnerships, and create inclusive opportunities that advance mutual prosperity. Through active engagement in key ASEAN forums and direct dialogue with Malaysian counterparts, the delegation aims to foster greater collaboration in areas such as trade, investment, digital transformation, and sustainable development.

The Philippine Chamber of Commerce and Industry (PCCI), through its SDG Committee, successfully launched the first-ever SDG Effectiveness Summit at the Dusit Thani Hotel last September 11. The landmark event brought together business and government leaders, alongside development partners, to mobilize accelerated action toward achieving the UN Sustainable Development Goals (SDGs).
PCCI Vice President for Regional Affairs and Director for SDG Ms. Alegria S. Limjoco set the tone, highlighting the summit's role in translating complex global goals into simple, actionable strategies for businesses. This sentiment was echoed by PCCI Vice President for International Affairs Mr. Jude Aguilar and UN Resident Coordinator Mr. Arnaud Peral, who underscored the urgent need for concrete action with only five years left until the 2030 deadline. They emphasized that the SDGs are not just a global agenda but a core business strategy for building resilient communities and a stable economy.
The program provided a comprehensive view, from the national direction to grassroots practices. Department of Economy, Planning, and Development Undersecretary Rosemarie Edillon reported on the Philippines' progress, affirming the private sector's role as a catalyst for achieving SDG targets. This was complemented by real-world examples from PCCI leaders across Luzon, Visayas, and NCR, who shared tangible best practices from businesses of all sizes.
A key outcome was the signing of a landmark PCCI Call to Action, a multistakeholder pledge with major organizations including the Employers Confederation of the Philippines, PHILEXPORT, the Philippine Franchise Association, and the Philippine Retailers Association. This commitment reinforces a collective drive to integrate and monitor practical SDG interventions, ensuring inclusivity and targeted impact are at the core of business growth.
The event was made possible through the support of PHILEXPORT, Philippine Franchise Association, Phoenix Publishing House, Coolaire Consolidated Inc., Gruppo EMS, UNDP Philippines, and Alay Buhay Community Development Foundation, demonstrating how multisectoral partnerships can accelerate our collective journey toward the Sustainable Development Goals.

PCCI Mobilizes Business Sector for Landmark SDG Effectiveness Summit 

PCCI President, Consul Enunina V. Mangio, graced the celebration of Korea’s National Foundation Day earlier at the Grand Hyatt Hotel Manila, Bonifacio Global City, Makati City. The event was hosted by the South Korean Ambassador to the Philippines, His Excellency Lee Sang-Hwa.&nbsp;
The Philippines and the Republic of Korea maintain a strong partnership and continue to cooperate towards enhancing economic relationship in untapped and emerging priority sectors. In December 2024, the Philippines and South Korea signed a bilateral agreement aimed at increasing trade volume and creating new business opportunities between the two countries.
Pres. Mangio was joined by PCCI Chairman George T. Barcelon, PCCI Director for Agriculture William S. Co, PCCI Secretary General Ruben Pascual, and members of the Philippines-Korea Business Council.
