PCCI NCR submits top ten actionable recommendations in SULONG PILIPINAS NCR    Consultation

PCCI Area Vice President for NCR Delia B. Jimenez presented the ten (10) actionable recommendations to Department of Finance Assistant Secretary Antonio G.  Lambino II during the  Sulong Pilipinas NCR Consultation held last  08 September   2020 via Zoom.  The Sulong Pilipinas NCR Consultation, is a post conference activity of the 28th Metro Manila  Business Conference.

The recommendations are as follows:

  1. To facilitate order and improve mobility and access, the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID), together with Department of the Interior and Local Government (DILG) and the Armed Forces of the Philippines (AFP) should consider harmonizing policies in terms of implementing policies and protocols in the country, improving coordination between the national and local governments, and communicating these policies properly up to the grassroots level.  

  2. To help the services particularly the tourism sector, the government, through the National Economic and Development Authority (NEDA), Department of Tourism (DOT), and Department of Trade and Industry (DTI), should provide the necessary policies and roadmap to directly assist and guide the industry to recover as we open up the economy gradually.       

  3. To address growing poverty, hunger, and job security, the Economic Development Cluster (EDC) should provide the necessary assistance for private companies that will choose to keep and maintain their employees instead of laying off.       

  4. To encourage more investments in the country, the government and the congress should fast track the enactment of the Corporate Recovery and Tax Incentives for Enterprises (CREATE) Act, and provide an online mechanism of business registration processes allowing interconnected processes among agencies by 2021.

  5. To facilitate and improve the manufacturing industry, the Department of Trade and Industry (DTI) and the Department of Transportation (DOTr) should pursue reforms to improve freight and logistics in the country, including the provision of necessary measures to ease up logistics for the manufacturing sector.      

  6. To ensure that the country can support digitalization of various industries, the government must have a concrete roadmap for a nationwide digital infrastructure included in the 2021 plans and budget.        

  7. To speed up and encourage more investments in infrastructure, the Department of Finance (DOF), National Economic and Development Authority (NEDA), together with other agencies and GOCCs, to provide additional capacity and streamline processes for project development (including unsolicited PPPs) by 2020 to 2021

  8. To ensure jobs for Overseas Filipino Workers (OFWs) on furlough and other unemployed Filipinos, the Technical Education and Skills Development Authority (TESDA) together with the private sector should provide training courses that will re-educate and upskill workers, together with the necessary upgrading of modules and certifications, and assessment by the industries.       

  9. To effectively combat this health crisis, the government needs to provide a clear and comprehensive 6-month plan that thoroughly describes the concrete plan, steps, and actions that the government will take to help the country survive and bounce back  

  10. To ensure efficient delivery of food around the country, the Department of Agriculture (DA) should improve the farm to market access, including interventions to develop value chain, logistics, digitalization, and provision for refrigerated vehicles and relevant technologies by the end of 2020.
