Guidelines on COVID 19 Adjustment Measure Program for Affected Workers

The Department of Labor and Employment (DOLE), pursuant to Presidential Proclamation 922 declaring the country under a State of Public Health Emergency due to COVID 19 pandemic, has issued Memorandum Order 209 implementing the COVID Adjustment Measure Program (CAMP).


The CAMP provides the guidelines for the provision of financial support to affected workers "to "mitigate the adverse economic impacts and reduction of income" arising from the temporary (month-long) shutdown of businesses. The financial support is for affected workers of private companies that have adopted flexi work arrangements (FWAs).


a. Affected establishments that have implemented FWAs as defined under DOLE Labor Advisory No. 09, series of 2020 (i.e reduction of workhours/workdays, rotation of worker, forced leave) or temporary closure as mitigating measures due to the CONVID 19 pandemic.

b. Affected workers whose employment face or suffer interruption due to the COVID-19 pandemic, such as

- Retained workers who do not receive regular wage, workers whose working hours and, therefore, regular wage is reduced due to the implementation of FWAs;

- Suspended workers whose employment is temporarily suspended by reason of the suspension of operations of the employer’s business establishment

c. Formal sector workers in the formal economy, regardless of status, or those are employed by any person acting directly or indirectly in the interest of an employer in relation to an employee.

A financial assistance amounting to Five Thousand Pesos (P5000) shall be provided to affected workers with remaining unpaid leaves or those that do not have leave credits.
The program takes effect from the onset of COVID19 crisis in January 2020 until the lifting of the Stringent Social Distancing Measure in the National Capital Region unless extended by the Inter-agency Task Force for the Management of Emerging Infectious Diseases (IATF). Large companies are encouraged to provide the full wages to employees with the one (1) month community quarantine.

Meanwhile, the Office of the President directed all government agencies, offices and local government units, to strictly monitor the prices of essential emergency medicines and supplies, and selected agriculture and fishery commodities against possible manipulation by unscrupulous individuals.


Memorandum Circular 77 mandates government agencies, LGUs to implement and ensure compliance with the issuances of the Department of Health and Department of Agriculture imposing price freeze and retail prices on medical goods and basic agricultural commodities, respectively. (ANNEX B: MC 77)
