The proposed guarantee fund of the Philippine Chamber of Commerce and Industry (PCCI) is expected to ease the capital requirement of micro and small enterprises, which have difficulty accessing funds because they put up the needed collateral.
PCCI President Francis Chua said in a press conference that while there is so much liquidity in the country’s banking sector and the interest rates are at its lowest, banks still require borrowers to put up collaterals.
“Our guarantee fund will address this problem being faced by the micro and small enterprises,” Chua said.
The PCCI guarantee fund is like an insurance that the loan of the micro enterprise from a bank is covered. In case of default in payments by the borrower, the bank will draw on the guarantee fund.
A study on the establishment of the guarantee fund led PCCI committee led by former president Jose T. Pardo is expected to be completed in a month’s time.
