  • Egypt – Al Ahram Center for Political and Strategic Studies (ACPSS) released a CIPE-supported public opinion survey entitled “The Perception of Egyptian Opinion Leaders on Corruption in Egypt.” The survey queried political leaders, business owners, and civil society organizations on their opinions and experiences with corruption.
  • Moldova – IDIS Viitorul has coordinated a series of Regional Roundtables in eight major cities and regions in Moldova. The roundtables were designed to facilitate discussions and promote advocacy for the National Business Agenda’s (NBA) priorities for 2012-2013.
  • Nepal – Samriddhi, The Prosperity Foundation, has launched a radio program called Samriddhi Ka Lagi Uddhyam (Entrepreneurship for Prosperity), which aims to communicate important ideas about economic issues to the broader population in an accessible format.
  • Zimbabwe – CIPE's partner the Women's Alliance of Business Associations in Zimbabwe is hosting a series of breakfast meetings called 'Breaking Financial Barriers to Success' for women entrepreneurs as part of ongoing efforts to empower women entrepreneurs. Twenty two participants attended the meeting and interacted with a series of presenters.

DRAFT INTEGRITY COMPLIANCE FRAMEWORK THROUGHLY REVIEWED

The Integrity Initiative believes that the creation and consistent implementation of widely-shared control measures are critical in creating fair market conditions in the Philippines. Given this, it convened a Technical Working Group (TWG) right after the successful launch of the Unified Code of Conduct for Business in the 1st Integrity Summit last September 14, 2011. The group’s main thrusts were (a) to translate the general principles identified in the Code to specific control measures enabling signatories to enforce ethical business practices and (b) to create a mechanism to assess and monitor the implementation of these control measures.



The TWG is composed of representatives from companies that signed the Integrity Pledge, mainly in the line of audit, certification, academe, and industry experts and practitioners.

The Draft Integrity Compliance Framework output of the TWG was presented in a series of Focus Group Discussions (FGD) held on February 14, 15, 16, 21, and 22, 2012 at the AIM Conference Center, Makati City.

Fifty-two representatives from 37 signatory-companies actively participated in the FGDs that covered the functional areas of Human Resources, Sales and Marketing, Finance and Accounting, and Supply Management. Two other FGDs were held, with one convening experts from certifying bodies and the other gathering compliance and corporate governance practitioners. The discussions were facilitated by Development Academy of the Philippines (DAP) Vice President Trygve Bolante and former DAP Senior Officer Resurrecion Alip. The Initiative wants to acknowledge the generosity of these companies in sending their key people to help polish the Integrity Compliance Framework. Comments from the FGDs are being incorporated into the framework and will be the basis of an online self-assessment tool to be pilot tested in March and April.

Other FGDs are being arranged also in March and April to gather feedback from small and medium enterprises outside Metro Manila.

THE RUN TOWARDS INTEGRITY CONTINUES

Following the highly successful first running event organized by Integrity Initiative in May last year, the organizers are staging another run on May 6, 2012 also at the Bonifacio Global City. The event is targeting 7,000 runners from last year’s 5,000 participants. Runners can choose to participate in the 3K, 5K, 10K, and 15K categories.

Companies are encouraged to avail of discounted group registration fees. Regular registration fees are P550 each for the 3K, 5K, and 10K categories and P600 for the P15K. Sponsorship packages are still available until March 30, 2012.

These events call attention to the need for all sectors of society to be united in the fight against corruption. Last year member companies of ECCP, MBC, Management Association of the Philippines, and American Chamber of Commerce of the Philippines and other signatories were represented by their CEOs and employees. The government was represented by Finance Undersecretary Carlo Carag, Internal Revenue Commissioner Kim Henares, then Customs Commissioner Angelito Alvarez, and other officials and respective employees. Individuals in their personal capacities committed to "behave with integrity at all times, to conform with the precepts of the organizations they belong to, and to reject everything that contradicts ethical ways of doing things."

I Run For Integrity Towards a New Philippines - 2012 Manila

The Integrity Initiative organizes events designed to help companies operationalize commitments to the Integrity Pledge and Unified Code of Conduct for Business. These forums are aimed to promote ethics, integrity, and good governance and to continuously educate the private sector in these areas.


Forum 5: BUILDING A CORPORATE ETHICS CULTURE IN A CULTURE OF CORRUPTION - Dr. Antonette Palma-Angeles, Executive Director of the Gov. Jose B. Fernandez, Jr. Ethics Center of the Ateneo de Manila University, argued that cultural traits drive corruption. Identifying these traits and discussing how these hamper ethics efforts in companies, Palma-Angeles suggested ways how a culturally-sensitive corporate ethics culture can be built in the Philippines.

The forum was held last February 17 at the AIM Conference Center, and was attended by over 50 representatives from signatory-companies.

INTEGRITY RUN – CEBU LEG

In support of Integrity Initiative, ECCP organized a fun run in Cebu City last February 5, 2012. The number of runners exceeded the 1,000 target by 50%, thanks to the passion of Cebuanos to fight corruption. NEXT WAVE OF SIGNATORIES

Having breached 1,000 Integrity Pledge signatories, the Integrity Initiative continues to invite other companies to join this effort. Companies that have previously signed are further encouraged to invite their suppliers, partners, and colleagues to likewise sign the pledge. After all, ethical companies would want to do business with those who share their values.

The 1,000-signatory milestone was reached in early January 2012, especially with the help of existing signatories who successfully convinced their suppliers to join the Integrity Initiative. Majority of the new signatories are suppliers and partners of Convergys Corporation, Manila Water Company, Liquigaz Philippines Corporation, the Insurance Commission, and the Philippine Chamber of Commerce and Industry.

The Integrity Initiative is arranging an audience with President Aquino in Malacañang in the coming weeks to formally present the list of signatories to the Integrity Pledge. The gesture signifies the private sector’s solid support for the administration’s anti-corruption and good governance program. The list will also be printed in major broadsheets afterwards.

The Integrity Pledge expresses a company’s commitment to ethical practices and good corporate governance. The pledge is signed by the head of the organization to set the tone from the top.

REGIONAL CONFERENCE FEATURES INTEGRITY INITIATIVE

Integrity Initiative Vice Chairman Hubert d’ Aboville was one of the keynote speakers at the Professional Records and Information Services Management (PRISM) Asia Pacific Region Conference at the Dusit Thani Hotel, Makati City on February 28, 2012. This was the first time that PRISM held the event in the Philippines.

Lane Archive Technologies, one of the first companies to sign the Integrity Pledge, was instrumental in bringing the event to the country. The company is also active in providing insights to the Integrity Standard pertaining to the proper evaluation, monitoring and implementation of anti-bribery initiatives by companies in the form of having a good records management system in place that may be independently audited for compliance to requirements.

Integrity Initiative is a multisectoral campaign institutionalizing integrity standards among various sectors of society. A major component is SHINE, a four-year anti-corruption project in the Philippines funded by Siemens.

Brazil develops a website for sugarcane products

The Embassy of Brazil in Manila has informed the Philippine Chamber of Commerce and Industry that the Brazilian Sugarcane Industry (UNICA) and the Brazilian Trade and Investment Promotion Agency (Apex/Brasil) has jointly created a website (http://sugarcane.org) dedicated for sugarcane products.

The website is a component of UNICA and Apex/Brasil campaign promoting the benefits of Brazilian sugarcane ethanol in North America, Europe and Asia.

Public-Private Dialogue (PPD) is a means to ensure more inclusive and sustainable policy reforms through a structured and participatory reform process. PPD has become widely recognized as a fundamental component of economic development and a driver of good governance.

  • Afghanistan – CIPE participated in a policy roundtable organized by the Afghanistan Chamber of Commerce and Industry. The roundtable participants discussed the economic impact of the withdrawal of international forces from Afghanistan.
  • Iraq – The Assembly of Al-Inbithaq for Development and Economic Development launched the first provincial business agenda (PBA) for Wasit province, which highlights the need for locally produced reform initiatives, especially in the smaller, more agricultural provinces.
  • Moldova – The Cabinet of Ministers approved the draft law on state inspection of business entities, which included three key recommendations put forward by the network of business associations united under the National Business Agenda (NBA), supported by CIPE. The Ministry of Economy will submit the draft law to parliament for consideration in the next few months.
  • Yemen – CIPE held a three-day workshop in the Aden governorate to discuss the importance of political parties developing economic platforms to address Yemen’s economic challenges. As part of CIPE’s effort to support increased engagement between political parties, the business community, and citizens to address economic issues, the session allowed members of Aden’s business community and political party members to exchange views on economic issues.

Strengthening the U.S- Israel bilateral trade relations

In December 2011, the Federation of Israeli Chambers of Commerce
(FICC) hosted two leading American delegations that visited Israel in
order to examine the Israeli market and the opportunities to expand
the trade relations between the two countries.

 

Generalreview- Business delegations to FICC, 11-12/2011

As part of its policy to foster international trade connections, the
international division at FICC is hosting incoming business
delegations as well as coordinating individual business meetings and
organizing seminars in various fields of international trade. During
the period November-December 2011, the FICC hosted more than 10
delegations, mainly from Europe, Asia and the US.

 

Economic News

Customs were canceled on several consumer and industrial products not manufactured
in Israel

The Minister of Finance, Dr. Yuval Steinitz explained that the reduction of customs rates concerns a wide range of products that are part of the basket of goods of families in Israel and also includes raw material for the local industry. This will contribute significantly to alleviate the cost of living of Israeli citizens and since most of these products are not produced in Israel, reducing customs on it will not affect the local industry.

 

Summary of OECD 2011 economic review of Israel

A report by the Economic and Development Review Committee (EDRC) of the Organization for Economic Co-operation and Development (OECD) on the State of Israel was released  on December 12, 2011).The report provided focus-areas where further responsiveness is desirable (כנראהלא הבנתי המשפט), and scenarios where Israel has and continues to display economic resilience.

 

 

Apple's acquisition of Anobit - Half a billion dollars deal

Apple was reported to have acquired flash storage controller designer Anobit for $500 million. At the same time, Apple is apparently about to open its first development center outside the United States, in
